The Building BC: Supportive Housing Fund represents an investment of $1.2 billion over 10 years to deliver an additional 2,500 new homes with 24/7 support services for people who are experiencing homelessness or who are at risk of homelessness.
Following the success of the Rapid Response to Homelessness program, the Province is launching the Building BC: Supportive Housing Fund as part of Budget 2018. This rounds out the Building BC initiatives including:
- Building BC: Community Housing Fund – close to $1.9 billion over 10 years to deliver 14,350 affordable new rental homes, built through partnerships with municipalities, non-profit housing providers, housing co-operatives, and Indigenous organizations
- Building BC: Women’s Transition Housing Fund – $734 million over 10 years to build and operate 1,500 new units of housing including transition houses, safe homes, second-stage and long-term housing
- Building BC: Indigenous Housing Fund – $550 million over 10 years to build and operate 1,750 units of social housing both on- and off-reserve
Program overview
BC Housing will lead the creation of these new projects in partnership with non-profit housing providers, government authorities and community groups. The buildings and land will be owned by the Province.

Expression of Interest (EOI)
The Expression of Interest (RFP# 1070-1819/17) for non-profit service providers under the Building BC: Supportive Housing Fund was issued August 2, 2018 and closes at 2 pm PST on October 30, 2018.
A call for Expressions of Interest was issued on August 2, 2018 to identify non-profit housing providers that are interested in providing property management and support services for new housing projects under the Supportive Housing Fund program.
Service providers will be selected based upon the requirements of each specific community and the level of provider interest.
The support services funding provided by BC Housing will not cover clinical support services. Given the needs of the people who will live in these homes, clinical services or access to these services may be established through a formal partnership with health authorities or programs such as Intensive Case Management teams which provide targeted supports for tenants in need.
Individual, site-specific operator agreements will be developed for each successful service provider.
Housing Providers Responsibilities
Non-profit housing providers selected to operate these projects will provide support services including, but not limited to:
- A meal program;
- Supporting residents to maintain their residencies, such as: directly assisting with room de-cluttering, resident rent contribution and/or repayment plans;
- Individual or group support services such as: life skills, community information, social and recreational programs;
- Connecting residents to community supports and services such as: education, employment, health, life skills, long-term housing;
- Case planning and resident needs assessment, including the Vulnerability Assessment Tool (VAT); and,
- Assistance in accessing income assistance, pension benefits, disability benefits, obtaining a BC identification card, or establishing a bank account as appropriate.
