As a companion to the Expiring Operating Agreements - Planning Guide, this document explains the purpose and methodology for the development of scenarios. Scenarios provide a way to illustrate potential and alternative outcomes for impacted societies. Each scenario outlines possible options that can be implemented both in advance of expiry and post expiry. Please review this introductory document before reading the scenarios.
Scenario M-1 Small Portfolio Provider

This is a small portfolio in a Lower Mainland municipality. The portfolio totals 199 units in four separate developments, including three families oriented row developments and a senior’s tower. All were built in the late 80’s –mid 1990’s and reach the end of agreements between 2021-2025.

This is a small portfolio located on Vancouver Island, comprised of three projects totalling 42 units. The society serves a seniors population, with two properties offering independent living and the third offering special needs housing to non- senior adults (supported housing).

This is a small society with only one project, serving seniors in a small coastal community. The project is a wood-frame elevatored apartment containing 40 independent living units.
Scenario S-2 Single Project Provider (Category 2)

This is a small society with only one project, built in 1990 (now 26 yrs old). Serving seniors in an Okanagan community, the project is a wood frame elevator apartment containing 34 units, including six fully accessible units.

This is a small apartment development providing eight units for low to moderate income seniors in a small coastal community. The town is somewhat isolated and has a weak local economy (and some de-population).
