This document provides an overall framework and recommendations for building damage and safety assessment following an emergency or disaster. The goal of Post-Disaster Building Assessment (PDBA) programs is to enable communities to more rapidly assess the safety of structures and allow people to remain in, or return to their homes and businesses as soon as possible.
