The Chief Executive Officer (CEO) provides strategic direction and leadership in managing the operations of the Commission in accordance with the strategies, plans and policies approved by the Board of Commissioners.
Appointment
The Chief Executive Officer (CEO) is appointed by and reports to the Board of Commissioners and is accountable to the Board, but is not a member of the Board.
Role
The CEO provides strategic direction and leadership in managing the operations of the Commission in accordance with the strategies, plans and policies approved by the Board. The CEO leads the implementation of corporate strategies, plans and programs that support the provincial housing policy framework, mandate of the organization, direction of the Board, expectations of the Shareholder and needs of partners and clients.
Duties and Responsibilities
Leadership
- Leads and manages BC Housing on a day-to-day basis in accordance with the parameters established by the Board and the mandate later from the Attorney General and Ministry responsible for Housing
- Demonstrates integrity and ethical leadership including Government’s commitment to taxpayer accountability
- Provides organizational leadership and vision in developing the strategy and plans necessary to realize objectives
- Leads the development of strategic relationships with the non-profit and private sectors, communities, the three levels of government and others to effectively deliver mandated plans and programs
- Leads collaborative relationships with the Ministry responsible for housing in the development of housing policy and program design
Strategic and corporate planning and reporting
- Leads the preparation of Service Plans and capital and operating budgets for approval by the Board
- Establishes and leads the implementation of corporate strategies, policies, plans and programs that are consistent with the mandate of the organization, priorities of the Board, and the needs of the Shareholder, partners and clients
- Reports to the Board regarding the performance of the organization and progress towards achieving established goals and objectives
- Advises the Board on matters of policy, planning and priorities and other issues that are fundamental to the mission and direction of the Commission, including implications of proposed new initiatives and potential impacts for governments, clients, partners, and other stakeholders
Financial
- Controls all expenditures to achieve efficient allocation of resources
- Leads the development and implementation of strategies to mitigate corporate risk and ensure the financial viability of the Corporation
- Ensures the integrity of BC Housing’s internal control and management systems
Human Resources
- Ensures continuity of Board policy and acts as the primary point of contact between the Board and the management and staff of the organization
- Establishes organization and staffing plans and appropriate delegation and decision-making frameworks to support the accomplishment of corporate goals and objectives
- Provides direction to the Executive and staff to ensure overall effectiveness in meeting policy and program objectives, and ensures the organization conducts its operations and financial activities with integrity and in accordance with applicable legislative, regulatory and policy requirements
- Leads the establishment of progressive management and human resources policies and practices to ensure a motivated workforce and a sound and supportive employee relations climate
- Establishes and maintains a Board-approved plan for senior management development and succession
Communications
- Communicates decisions of the Board to senior management and staff
- Acts as the primary spokesperson for BC Housing for matters related to BC Housing’s operations when requested by the Minister, and oversees BC Housing’s interfaces with the public and stakeholders
- Manages issues in close co-operation with the Chair and the Attorney General and Ministry responsible for Housing
